| tually IP address depends on the ISP you use, its a tracking number to tell where you are from, and where you go on the net. if this person was in fact in a different home, with a different ISP the ip would not be the same. also not all IP's change, yahoo at&t for example gives you the option to have either a static or changing IP |

ANYWAYS, an IP code follows your internet source from the HOME. Not the computer. ._. The only way to have the same IP number/code as someone else, is if they're in the same home/public location/store/PLACE. |
Um, in my apartment theres 3 other computers and we all have to have different IP addresses or we can't get on the internet.
